This is fairly trivial, but the term "ecosystem" can be used to refer to an interconnected network of things. This is often used in technology to refer to a grouping of tools that are intended to work together, so the phrase "an ecosystem of hoses and cisterns" is a perfectly valid phrase.

Mind you, the guest who spouted that line (pun very much intended) was still talking absolute nonsense, but his choice of wording wasn't the problem....

First definition - meaning the more commonly used one - a biological community of interacting organisms and their physical environment.

"the marine ecosystem of the northern Gulf had suffered irreparable damage" I realize there is a second definition but to use it for hoses while discussing water which is a natural system just sounded stupid. There's no other way of describing this. Water is nature. Hoses are not. Ecosystem was a poor choice. Charismatic actors who know how to talk to a reporter are not water management experts. He was way out of his league with that one. If he wanted to criticize the governor or the mayor of a state he didn't even live in go for it but to act as if he knew how to set up a water management system with "hoses and cisterns" was ridiculous. I will die on this hill.

I realize that but it sounded ridiculous given the context. It was clear he had no idea what he was talking about. He wasn't an expert in water management he was an actor bullshitting his way through an interview. He wasn't even honest about where he lived. He moved out of California in 2017. The year is 2025 and he was sitting in what looked like a studio in Austin, Texas saying "We in California..." his use of the term "ecosystem' when discussing hoses was ridiculous. The man had absolutely no expertise in water management systems.
